"Babble of the voices" would not say much or would do no more than characterise the voices as rather childish. "Babel" alludes to a legend in antiquity that at Babylon there were so many nations gathered to build a tower that their various tongues got mixed up and confused. It is the confusion that is referred to in Sri Aurobindo's line and called the "babel".
